Xbox Live Down And Out For The Count.
It appears that Xbox Live is indeed down for multiple users across the country and it is currently affecting Microsoft Account users as well according to The Verge.
Our engineers and developers are actively continuing to work to resolve the issue causing some members to have problems finding previously-purchased content or purchasing new content. Stay tuned, and thanks for your patience. – Xbox
Of course, this is a bad time for the service to go down, as many people are trying to play Mass Effect Andromeda for the first time today, as the game was officially released.
We're still hard at work getting things resolved so you can sign-in properly. Thank you for your patience: pic.twitter.com/VEn1sPBtsT

There is no timetable as to when the service will return to normal but there is no doubt that people are not happy with the status of the service currently as observed on Twitter:
@XboxSupport no your not lmao

Other users have threatened to switch to PlayStation if the issue isn’t resolved:
@XboxSupport absolutely rubbish. Get it sorted. Or I'll be switching my son to PlayStation
